Izluchinsk — an energy workers' settlement on the banks of the Vakh River

The settlement of Izluchinsk is located in a bend of the Vakh River, which determined its name and layout. It is a young settlement in the Nizhnevartovsk district of KhMAO-Yugra, which emerged in the early 1980s as a settlement for builders and energy workers of the Nizhnevartovsk GRES. Construction began in 1983, when the foundation of the first residential building was laid, and the first three buildings of microdistrict No. 1 were completed in late 1986. The decision to develop electric power generation based on local natural gas was made as early as 1980 by a decree of the CPSU Central Committee and the USSR Council of Ministers.

Today, Izluchinsk is a compact residential area with developed infrastructure, located 19–21 km from Nizhnevartovsk by road. Driving time to the district center is about 18–20 minutes. The settlement stands on a high bank of the Vakh River, creating picturesque views and shaping the local climate.

Naberezhnaya Street — the first street of the settlement

Naberezhnaya Street emerged as the very first street of Izluchinsk settlement and was named for its location near the Vakh River. It was here that the residential development began, and today the embankment features both historic buildings from the settlement's early years and modern residential complexes.

On the embankment of the Okunevka River, which flows through Izluchinsk, there is a pedestrian crossing and a landscaped promenade — one of the settlement's landmarks and a popular recreation spot for young people. On the bank of the Vakh River stands the Church of St. Nicholas the Wonderworker with golden domes, visible from Naberezhnaya Street.

Building No. 20: a modern residential complex

At 20 Naberezhnaya Street in Izluchinsk, there is a multi-apartment 9-story panel building constructed in 2012–2013. The total floor area of the building is 9,494.50 sq.m, containing 133 residential and non-residential units. It is one of the newer buildings in the settlement, built to modern standards for the residents of KhMAO-Yugra.

The building stands out against the older development — its facade features a combination of beige and red colors, typical of modern panel construction in northern regions. Other residential buildings of varying heights are located nearby, forming a cohesive residential block.

Courtyard and playground

Over the past five years, the courtyards on Naberezhnaya and Energetikov streets in Izluchinsk have been landscaped, including the installation of modern children's and sports playgrounds. The courtyard of Building No. 20 is a well-maintained space with paved walkways, lawns, and green plantings.

The central feature of the courtyard is a playground with play structures, slides, swings, and sandboxes. In the left part of the courtyard, there is an additional play area with bright colored elements. The playground surfaces are made of safe materials resistant to northern frosts and temperature fluctuations.

The courtyard also provides: parking for residents' cars, a waste container area, and rest zones with benches. All of this creates a comfortable environment for the building's residents and their guests.

Climate and weather in Izluchinsk

The climate of Izluchinsk is subarctic continental with an average annual temperature of -2.0°C. Summer highs reach +31.6°C, while winter lows drop to -40.4°C. Transitional seasons are characterized by rapid weather changes, typical of Western Siberia.

These climate features determine the seasonal use of courtyard spaces. In summer, during the white nights period, the playground and embankment become centers of attraction for residents. In winter, at extremely low temperatures, outdoor stays are reduced, but during thaws the playgrounds fill up again with children and parents.
