The installation of the monument was carried out according to a special decree of the Council of Ministers of the RSFSR. The monument itself is impressive in its scale: the bronze sculpture, 5.6 meters high, stands on a pedestal of gray-pink Karelian granite 6.2 meters high, with a total height of nearly 12 meters. The wreath and letters on the pedestal are also made of bronze. Around the perimeter of the square, the ensemble is complemented by fountains, a large grandstand, and residential buildings in Stalinist architecture.
