Development of the area began in the mid-1980s, though in 1967, investors from Greenwood, South Carolina, formed Palmetto Dunes Development Corp. By 1985, the complex included over 900 residential units, shops, a marina, a central plaza, and park areas.

Originally, these lands were part of 18th–19th century cotton plantations. After the Civil War and the 1893 hurricane, the island remained sparsely populated for a long time. Modern development of Hilton Head didn't begin until the 1950s, and Shelter Cove became one of the first planned resort communities with its own marina.
