From Wooden Derricks to Catalytic Cracking
The history of the Fawley refinery began in 1921, when Atlantic Gulf and West Indies Company laid the first stone of the future giant. Four years later, control of the facility passed to Esso — then a young subsidiary of Standard Oil, which would later become ExxonMobil. But the world truly learned about the plant on 14 September 1951, when British Prime Minister Clement Attlee ceremonially launched production in the presence of thousands of workers and engineers.
Since then, the plant has undergone several waves of modernization. In the 1950s, the first catalytic cracking units appeared here; in the 1970s, hydrotreating systems for removing sulfur from fuel; and in the 2000s, modern flue gas cleaning units. Today, Fawley is not just an oil refinery but a full-fledged petrochemical complex that produces not only fuel but also feedstock for plastics, lubricants, and solvents.
Geographical Location: Between Forest and Sea
The Fawley refinery occupies the western shore of Southampton Water — a saltwater estuary connecting Southampton to the English Channel. The facility's territory spans 2,500 acres (about 10 square kilometres), comparable to the area of a small town. To the east, the marine terminal adjoins the plant, handling over 2,000 vessels per year and pumping 22 million tonnes of crude oil and finished products.
This location is no coincidence. Southampton Water provides deep-water access for supertankers, and the proximity to London and southern industrial centres makes Fawley an ideal logistics hub. Crude oil arrives here from the North Sea, the Middle East, and West Africa, while finished products are distributed across the country via pipelines, rail, and road transport.
Production Scale: Figures and Records
Today, Fawley accounts for 20% of the UK's total oil refining capacity. 270,000 barrels per day, or about 13 million tonnes per year, pass through the plant's process units. The owner of the facility remains Esso Petroleum Company Limited — the British subsidiary of Exxon Mobil Corporation.
In addition to petrol and diesel, the plant produces aviation kerosene for London airports, naphtha for petrochemicals, fuel oil for ships, and liquefied gas. Part of the output goes to export — tankers with diesel fuel and petrol depart from Southampton Water to ports in Europe and Africa.
Process Units: What Lies Behind the Pipes
Behind the fence grids and pipeline network lie units that aren't mentioned in tourist brochures. The Fluid Catalytic Cracking (FCC) unit breaks down heavy fractions into petrol and diesel. The Steam Methane Reforming (SMR) hydrogen plant produces hydrogen for fuel hydrotreating. The Flue Gas Cleaning System captures sulfur dioxide before it enters the atmosphere over Southampton.
In 2021, ExxonMobil began replacing one of the four flares with a modern unit that will improve reliability and reduce emissions. This is part of a large-scale modernization programme that should extend the plant's life for decades to come.
Flare Systems: Safety and Ecology
The four flare systems of the Fawley refinery are not just pipes but the last line of defence for safety. When the process is disrupted, excess hydrocarbons are burned in the flares, preventing overpressure in the equipment. This is standard practice for oil refineries worldwide, but it is the Fawley flares that have become the symbol of the facility — they are visible for many kilometres from the plant.
Environmentalists have not overlooked Fawley. In 2019, a plant expansion was approved with investments of £800 million — the construction of new diesel production and a hydrotreating unit will increase ultra-low-sulfur diesel output by 45% (to 38,000 barrels per day). The plans sparked protests from Extinction Rebellion, whose activists blockaded the plant in 2021.
In response, the company is developing the Fawley Green Hydrogen project — producing 'green hydrogen' to reduce the carbon footprint. If the project is implemented, a significant portion of the facility's emissions could be reduced by using renewable energy for water electrolysis.
Economic Significance for the Region
Fawley is not just pipes and tanks but also thousands of jobs. The plant is the largest employer in the western part of Hampshire, providing direct employment for several thousand people and creating dozens of indirect jobs in logistics, services, and construction. The Port of Southampton and the Fawley refinery form a single industrial cluster. Crude oil tankers dock at the plant's berths, and finished products are distributed across the country.
