Scottsville was founded around 1797 as a stagecoach stop on the route south of Louisville and was officially established in 1816 as the county seat of Allen County. According to the 2020 census, the city's population was 4,299.
Scottsville is known as the principal settlement of the Noah Hoover Mennonites (also known as Scottsville Mennonites) — an Old Order Mennonite community. This community farms using traditional methods with horse-drawn equipment and is one of the most conservative among Old Order Mennonites in the United States.
