Its neighbor was named in memory of the XIX Congress of the Communist Party of the Soviet Union, which was held in Moscow from October 5 to 14, 1952. It was at this congress that the All-Union Communist Party (Bolsheviks) was renamed the CPSU — a historical event reflected in the city's toponymy.

Nearby are other historical buildings: House No. 7 — a building of the railway hospital, erected in 1937–1952, and House No. 11 — the House of the Press from 1960.
